Director General of Sri Lanka Civil Security Department Mr. Chandrarathne Pallegama is a skilled and well known administrator in Sri Lanka Administrative Service (SLAS). His administrative abilities were proved beyond doubt during his tenure as the Commissioner General of Prisons, where he served for almost two years before assuming duties as the Director General of Sri Lanka Civil Security Department.
Mr. Pallegama hails from the North Central part of the island. He was born on 3rd of December in 1962. He received his primary education at the village school, Girithalegama Maha Vidyalaya. From the Grade 7 Scholarship Examination, he gained entrance to Royal College, Polonnaruwa. Then he entered the University of Sri Jayewardenepura for higher studies in 1984. Having obtained a Business Administration Degree, he joined the public service as an Audit Examiner in the Auditor General’s Department on 5th September, 1989. Mr. Pallegama joined the Sri Lanka Administrative Service (SLAS) on 3rd of April, 1995, with the record of acquiring the island first of the Sri Lanka administrative service open examination which was held in 1995. Then he was appointed as an Assistant Election Commissioner. His service in the Department of Elections over twelve years in Anuradhapura, Kalutara and Colombo districts is admirable.
During his SLAS career he has gained wealth of experience in large number of SLAS senior positions. After twelve years distinctive service in the Department of Elections, in 2008, Mr. Pallegama chose to be a Divisional Secretary to fulfill his wish to serve people more contiguously. He has served more than four years as a Divisional Secretary in Maharagama and Sri Jayewardenepura, Kotte divisions. Being one of the best administrators of his batch, Mr. Pallegama was appointed as an Additional Secretary of Ministry of Irrigation and Water Resources Management and he served in this capacity for over eighteen months. 2012 made him very busy with his administrative career. He was appointed as a Commissioner of the Department of Prisons for his administrative skills and also to gain experience to be the next Commissioner General of the Department of Prisons in July, 2012. In September, 2012 he was appointed as the Director General of the Consumer Affairs Authority (CAA) to make the institution more organized and to regulate as it is today. Then Mr. Pallegama was hand-picked by the Secretary to HE the President, to become the Secretary of the National Education Commission in December, 2012. Having served in this capacity for three months, he was promoted as the 14th Commissioner General of the Department of Prisons in Sri Lanka. During his tenure, he maintained strict discipline and was able to improve the prison regulations and standards to an unprecedented level. It was under his patronage that new salary schemes, regulating promotion levels to all the prison officers and acquiring of new vehicles were introduced to the department.
While being a top Administrator Mr. Pallegama is involved in outside matters. While working on his career, he also worked on his Post-Graduate Diploma in Management in Rajarata University, 2001. Then he focused on Sociology when he was working as the Commissioner General of Prisons and achieved the Masters of Sociology from the University of Kelaniya in 2013 with flying colors. In addition he is an associated member of Association of Accounting Technicians of Sri Lanka. While being the Divisional Secretary of Maharagama, He won the third place in All Island Management Competition organized by the Ministry of Public Administration and Home Affairs, First place at District level and the Third place at Provincial level in Agricultural Competition led by Western Provincial Council making Maharagama Divisional Secretariat, one of the best divisional secretariats in Sri Lanka. He was an active member of the Sri Lanka Administrative Service Association (SASA) since the first day of his career and was appointed as the General Secretary of SASA for three consecutive years and also as the Deputy President of SASA. Moreover Mr. Pallegama was in the Board of Directors of National Food Promotion Board (Sri Lanka Freedom from Hunger Campaign Board) and also a Justice of Peace to all island.
Apart from his career presently he is serving as the President of Sri Lanka Administrative Service Association (SASA). Mr. Pallegama counts over 26 years of unblemished and loyal service and also a distinguished product of the Sri Lanka Administrative Service. He is married to Lakshmi Pallegama and blessed with one son and a daughter. His son, Kasun is currently attending his higher studies while his daughter, Chamathka is still engaging in school activities. He took over duties as the Director General of Civil Security Department in Sri Lanka on 12th February, 2015.
